On Saturday July 22nd, 2017 Chevron Phillips in Port Arthur had an emissions event. The smoking flare was first noticed around 6PM.

After following the trail of smoke and light of the flame, CIDA Inc. found that Chevron Phillips was the source of the flare.

This emissions event lasted around 20 hours until after 2PM the next day. CIDA's Executive Director Hilton Kelley filed a formal complaint with TCEQ. You can find the report here
